Buy your SIM card immediately upon arrival at Bandaranaike International Airport. Both Dialog and Mobitel have official counters in the arrivals hall right after baggage claim. The tourist SIM packages are competitively priced and include generous data, free local minutes, and international call credit. The whole process takes about ten minutes and they handle the registration paperwork on the spot.
Dialog generally has the best coverage across the entire country including the remote hill country and northern regions. Mobitel is slightly cheaper but coverage can be patchy in rural safari areas. Always bring your physical passport for SIM registration as a digital copy is not accepted.
