We are taking the ferry to Delft Island near Jaffna. Is it guaranteed that we will see the wild horses left by the Dutch, or is it a rare sighting?

It is practically guaranteed. The island is flat and mostly barren coral plains. When you arrive at the jetty, hire a local open-backed truck (they act as island taxis). The drivers know exactly where the herds gather near the watering holes.

We saw about 50 of them. Just be prepared for the ferry ride—it is a rough, hot 45-minute journey on a crowded naval boat. Take a hat and water.
