There are no direct public buses that run straight from Udawalawe to Ella. To make the journey using public transport, you must first take a bus from Udawalawe to the town of Thanamalwila.
From the Thanamalwila bus stand, you catch a second bus heading towards Wellawaya. Finally, at Wellawaya, you board a third bus heading straight up the mountain pass into Ella. While it sounds complicated, the transfers are quick and very cheap.
If dragging your luggage onto three different buses sounds terrible, simply hire a private taxi from Udawalawe directly to Ella. The drive takes about two hours and costs roughly 35 to 45 USD.

People outside stations offer to "help" buy tickets but charge large markups. They may buy cheap third-class tickets and sell as more expensive classes.
