It happens occasionally with the less reputable beach racks The easiest way to avoid it is to flip the board over and literally wiggle the fins in front of the owner before you walk away Take a quick photo of the bottom of the board If they see you documenting the condition they will not try to scam you upon return
Rent from the established surf schools instead of the random guys sitting under umbrellas They are much more professional
If you do actually snap a fin box you do have to pay for it But 50 USD is way too much
Good advice taking a photo takes 5 seconds and saves a huge headache
Never leave your physical passport as a deposit Give them a photocopy or cash instead
