Apart from national parks, are there specific roads or areas where tourists can reliably spot wild elephants in their natural habitat.

Apart from the parks, the best place to reliably spot wild elephants is along the Buttala to Kataragama road, and near the Habarana main road at dusk. Elephants frequently wait by the electric fences near Udawalawe reservoir as well, hoping tourists will toss them fruit.
