Yes, the Jaffna Fort is open to the public from 8:00 AM to 6:00 PM daily. Walking on the coral ramparts at sunset is a very popular activity as it offers a beautiful view of the lagoon. The interior ruins, including the Dutch church and the Lieutenant Governor house, are safe to explore. It is much less touristy than the Galle Fort, so you get a real sense of the history and the star shaped military architecture.

Make sure to bring a hat and water, as there is almost no shade inside the fort grounds. The heat in Jaffna can be quite intense by mid morning.
