If you flag a standard tuk tuk on the street they absolutely strictly only accept physical cash. They do not carry credit card machines. You must always carry small denominations like 100 and 500 Rupee notes as they rarely have change for large bills.

Even when using the app some drivers might call you and ask if you are paying by cash or card because they prefer having cash in hand for fuel but paying by card is fully supported by the system.

However if you use the PickMe or Uber ride hailing apps you can completely bypass the cash issue by simply linking your international credit card directly to your profile allowing the exact fare to be deducted digitally without any awkward change arguments.
