Unlike the ancient ruins in Anuradhapura or the Temple of the Tooth Sigiriya is officially classified as a historical palace fortress not a deeply sacred active Buddhist temple. Therefore there is absolutely no strict religious dress code required.

Tourists are perfectly allowed to wear comfortable shorts tank tops and importantly you can keep your sun hat on for the entire exhausting sweaty climb. You absolutely do not need to cover your head or remove your shoes.
