Kelaniya is highly sacred. Shoulders and knees must be fully covered for all genders. Wearing white is preferred but not mandatory. You must remove shoes and hats before entering the sand compound. Photography of the murals is allowed WITHOUT flash, but you cannot take selfies with the Buddha statues. The guards are very strict.

Do not point your feet at the statues if you sit on the floor to admire the paintings.

I bought a cheap white sarong outside the gate and just wrapped it over my shorts. Worked perfectly.
