I went to Colombo Fort station to buy a same day train ticket to Kandy and a "helpful" guy in a uniform said all trains are sold out and offered to get me a "special" ticket for 4000 rupees Is this a scam and how do I get a real ticket

Classic Fort station tout scam. They wear plausible-looking shirts, intercept tourists before the ticket counter, and claim reserved seats are sold out so they can "help" you for many times the real price. Walk past them to the actual ticket counter (signage in English, look for the "Foreign Tourists" window or the main counter) and ask yourself. Even if reserved class is genuinely sold out, you can almost always buy an UNRESERVED 2nd or 3rd class ticket for a few hundred rupees and just board. Real Sri Lanka Railways staff are inside the counter, not pacing the concourse hunting tourists.
They tried the same one on me. I just smiled, said "no thanks" and walked to the counter. Got an unreserved ticket for less than 500 rupees and the train was not "full" at all.
Ignored him, walked straight to the counter, got an unreserved ticket. Total scam confirmed. Cheers!
For the scenic Kandy to Ella leg, book reserved 30 days ahead online; for short hops like Colombo to Kandy, unreserved is fine and you simply board.
