Horton Plains ticket scalping by drivers after Nuwara Eliya parties

We partied late in Nuwara Eliya and our van driver told us Horton Plains tickets were sold out for sunrise but he had VIP passes for double the price. Does Horton Plains even sell out.

Horton Plains does not have a hard "sold out" quota for walking passengers like Yala does for jeeps. You can buy standard entrance tickets at the gate at 6 AM. Your driver is lying to extort you for "VIP" passes that do not exist.

Drivers love pulling this trick on tourists who are tired or hungover. Just tell him to drive to the gate and you will buy them yourself.
