A guy at the Haputale station said the train to Kandy is sold out but he can sell us a reserved 2nd class ticket for 5000 LKR. Is this safe.

Do not buy it. Reserved tickets in Sri Lanka have the passengers ID/Passport number tied to them now to prevent this exact scalping scam. If the ticket inspector checks the ticket against your passport, you will be fined and thrown out of the reserved carriage. Just buy a 3rd class unreserved ticket at the counter for 200 LKR and stand.

Also, half the time those touts are selling counterfeit tickets printed on cheap paper.

5000 LKR is an insane markup. Normal tickets are literally pocket change.
