Everyone says the Kandy to Ella scenic train sells out How far ahead do reserved seats open how do I book them online as a foreigner and is the coastal line to Galle also worth doing

Reserved first and second class seats on the Kandy to Ella route open 30 days in advance and the best observation/scenic seats vanish within minutes for peak season. Foreigners can book online through the official railway e-ticketing system or via a reputable agent for a small fee. If reserved is sold out, you can still board unreserved second/third class and stand by the open doors, which honestly gives the iconic views anyway. The hill-country line is fully running post-cyclone, just with occasional delays.

The Ella to Kandy direction has the light behind you better in the morning for photos. And yes, do the coastal line Colombo to Galle too: it runs right along the ocean and was fully operational throughout, a totally different but gorgeous ride.
