Eating hoppers from a busy street cart is generally incredibly safe and highly authentic. The small bowl shaped pans they use might look charred and blackened but that is simply years of seasoned carbon exactly like a highly prized wok.

Because the hoppers are cooked over a blazing open flame right in front of you the intense heat sanitizes the pan and cooks the egg perfectly. Just ensure you buy from a highly active cart where the batter is not sitting out stagnant for hours.
