Yes, Udawalawe is universally considered significantly better than Yala if your primary goal is seeing elephants. The park features a massive, open reservoir that draws hundreds of wild elephants daily, guaranteeing sightings year round.
Another major advantage of Udawalawe is the lack of extreme crowding. Yala suffers from severe jeep congestion, especially when a leopard is spotted. Udawalawe offers a much more peaceful, authentic safari experience across wide open grasslands.
However, if you want to see leopards or sloth bears, you must go to Yala or Wilpattu. Udawalawe has very few leopards, and they are incredibly difficult to spot due to the terrain.
