We want to see the massive herds of elephants. Which park is better in August, Kaudulla or Minneriya?

The elephants actually migrate between the two parks (and Hurulu Eco Park) depending on the water levels of the reservoirs! You do not need to decide now. Ask your jeep driver on the morning of the safari; they communicate with each other and know exactly which park the herds are in that specific day.

Just make sure you do the afternoon safari (around 3:00 PM). That is when they all come out of the trees to drink at the lake.
Be prepared for a LOT of jeeps. The gathering is famous, so hundreds of jeeps surround the lake. It is spectacular, but not exactly a solitary wilderness experience.
Exactly what Sunil said. We booked for Minneriya, but our driver told us the water was too high, so he drove us to Kaudulla instead. We saw over 150 elephants!
