Can I take a 7 foot surfboard on the normal red public buses going down the south coast, or will the conductor refuse me.

The red CTB buses do not have undercarriage luggage compartments. You must carry the board inside. Conductors will usually only allow it if the bus is completely empty, and they will charge you for a second passenger seat. If it is rush hour, they will absolutely refuse you because it blocks the narrow aisles.

Just rent a board at the beach. Taking a 7-foot board on a packed Sri Lankan bus is a miserable experience.
