Different fork: sit the rain indoors in Kandy (Tooth / museums / a hall) and still stand 6.28, or treat the rain as the sign we should go east Saturday afternoon. East has the warm-weather advisory daytime Saturday. Partner is picturing a dry beach. I am picturing a caution-level van.

Warm-weather advisory is Saturday daytime Eastern Province (and north / Monaragala / Polonnaruwa) - a hydration caution, not a beach guarantee. Leaving Kandy at 14:00 into that advisory to "escape rain" is a cooked van, not a plan.
Indoor Kandy in that slot is Tooth (if you did not already do 5.30), the museums on the same ticket, or a room. Then you are in town for 6:28. If the east is the trip, leave in the morning, not into 2-5pm Kandy rain plus east heat.

TukTuk or tour drivers take you to "gem museums" or "government-certified" gem shops. They receive huge commissions (up to 40%) on anything you buy. Prices are inflated 3-10x the actual value.
Men approach tourists near Temple of the Tooth offering to be guides. After the tour, they demand large "donations" or guide fees (5000-10000 LKR).
