Unlike Sigiriya or Anuradhapura, there are very few official, government licensed tourist guides operating directly at the Kataragama temple gates. The men aggressively approaching you in the parking lots offering guided tours are almost entirely unofficial locals looking to extract exorbitant tips.
You do not need a guide to explore Kataragama. The beauty of the complex lies in simply walking around, observing the intense devotion of the pilgrims, and soaking in the atmosphere independently. Just politely ignore anyone offering you an unsolicited tour.
