We have a 4x4 and want to find completely empty waves. Are there secret surf spots south of Panama village near the national park.

Yes, Okanda is the famous one down there, but if you keep exploring the dirt tracks towards Kumana, there are several unnamed right-hand points. HOWEVER, you are literally surfing inside a leopard and crocodile sanctuary. There is zero medical help if you hit the reef. It is true wilderness surfing. Do not go alone.

They mostly stay in the lagoons behind the beach, but occasionally they use the ocean to travel. Keep your eyes open.

Bring all the water and food you need. There are absolutely zero shops past Panama.

Also, inform your hotel exactly where you are going before you leave cell service range.

Make sure your 4x4 has a winch. Getting stuck in the deep sand down there is a nightmare.

I surfed Okanda once. A wild elephant watched us from the sand dunes. Insane experience.
