Can we take pictures of the ancient paintings if we turn our camera flash completely off.

No, photography of the ancient Sigiriya frescoes is strictly forbidden. The government enforces a total ban on all cameras and phones in the fresco cave to protect the fragile, 1500 year old pigments from light damage.

There are heavily armed guards stationed right inside the small cave. If they catch you attempting to take a photo, even without flash, they will confiscate your device and potentially heavily fine you.
