I want to base myself somewhere with excellent intermediate surfing but also heavy late night beach parties Which town is better

Ahangama is the undisputed winner for this specific combination. Hiriketiya is beautiful but the parties shut down early due to noise complaints in the small bay. Ahangama has legendary late-night parties at venues like Lamana and Trax. Crucially, Ahangama also has multiple intermediate surf breaks (like Kabalana and Marshmallows) spreading the crowds out, whereas Hiriketiya only has one crowded point break.

Stay slightly inland in Ahangama if you actually want to sleep after the parties.
