Hard no. Most Perahera elephants are privately owned and go back to holding areas the handlers choose - not a tourist convoy, not a river show you can tag onto. A tusker coming off a procession is tired, the road is tight, and a following crowd is how someone gets swung into. Watch from where you are if an officer has not moved you on. Then go.
We saw the ramps Wednesday. Police were already waving phones down. There is no official "follow the trucks" pin on the visitor map.
