We hired a tuk tuk to take our boards to the beach. Halfway there, the driver demanded 1000 rupees extra specifically for using the roof rack. Is this normal.

It is a common extortion tactic if you did not agree on the final price beforehand. Transporting boards does usually cost an extra 200-300 LKR because it requires the driver to use bungee cords and drive slower. However, demanding 1000 LKR midway through the trip is a scam. Always agree on the "total price including boards" before loading your gear.

Only if they are shortboards. Longboards sticking out the side are actually illegal and police will fine the driver.

Most hostels have a dedicated driver they use who will not rip you off.

I had a driver hold my board hostage on the roof until I paid the extra fee.

Threaten to call the tourist police. They will immediately drop the fake charge.

Should we just carry them inside the cab instead.

If you use PickMe, the app does not account for boards. You have to tip them in cash.
