It is a common extortion tactic if you did not agree on the final price beforehand. Transporting boards does usually cost an extra 200-300 LKR because it requires the driver to use bungee cords and drive slower. However, demanding 1000 LKR midway through the trip is a scam. Always agree on the "total price including boards" before loading your gear.
Threaten to call the tourist police. They will immediately drop the fake charge.
