A fair price for a standard AC car for this journey is between 15,000 and 18,000 LKR (roughly 50 to 60 USD). If you need a larger passenger van for a family and luggage, expect to pay between 20,000 and 24,000 LKR.
This price should include all fuel, the drivers time, and reasonable stops along the way. Stopping at Ramboda Falls, a tea factory (like Damro), or viewpoints in Nuwara Eliya is completely standard and the driver expects this.
Do not accept the first price quoted by touts on the street. Ask your hotel to arrange it, or negotiate directly with taxi drivers waiting near the Kandy lake. Confirm the total price before loading your bags, and ensure it covers the stops you mentioned.
If you want to save some money but still avoid the cramped public bus, look into shared tourist vans. Many tour agencies in Kandy advertise seats in a shared AC minibus heading to Ella daily. Warning about the tea factory stops: drivers often have specific factories they prefer because they get a small commission or free meal for bringing tourists. Men approach tourists near Temple of the Tooth offering to be guides. After the tour, they demand large "donations" or guide fees (5000-10000 LKR).
