Yes, specific protected coves are perfectly safe. The Wijaya Beach lagoon area, located just east of Unawatuna, is completely shielded by a massive offshore rock reef. The water inside is exceptionally calm, warm, and totally free of crashing waves.

You must absolutely avoid open beach breaks like Mirissa or the main Ahangama beaches, as the shore break there can be very powerful and completely unsafe for small children.

Polhena beach is another phenomenal spot. It is a horseshoe shaped bay protected by coral reefs, making the water incredibly flat and shallow for a long distance out, perfect for toddlers to paddle in.
