I want to get those iconic aerial shots of the tea pickers working in the lush green hills. Where are the best estates near Nuwara Eliya to fly a drone without interference.

You must be extremely careful. Tea estates are private corporate property. Pedro Estate and Bluefield Estate are very scenic, but hovering a drone low over the workers is considered highly intrusive and disrespectful. If you must fly, do it from a public road looking down into the valleys, maintain a high altitude, and never buzz directly over the pluckers.

Yes, Mountain Hawk-Eagles are common in the higher elevations and they will defend their territory against a drone.

The winds pick up severely by 11 AM in the highlands. Fly early in the morning when the mist is still low.

Just bring a 70-200mm lens and shoot from the road. It is way less intrusive and gets great compression shots.
