Yes, Indian citizens can technically get a visa on arrival at the Bandaranaike International Airport in Colombo. However, it is highly recommended to apply online for the ETA beforehand.
Applying online is significantly faster. If multiple flights land at the same time, the visa on arrival queue can stretch for hours. Having the approved ETA document printed out means you walk straight to the passport control desks.
Also, since the online ETA is currently free for Indian passport holders under the new tourism scheme, there is absolutely no financial benefit to waiting until you arrive at the airport.
Scam Watch: colombo
Driver claims the meter is broken and quotes an inflated flat rate. Common on arrival at airport or railway stations when tourists are tired and disoriented.
Drivers wearing official-looking uniforms claim to be "government-approved" and charge 3-5x normal rates. They may have fake badges or ID cards.
Women with babies approach asking you to buy milk powder at a nearby shop (not cash). The shop is run by accomplices and charges 5-10x normal price.
