I want to see the baby elephants. Is this a place where tourists can feed or wash them like in Pinnawala.

No, and that is what makes it a great conservation project. The Udawalawe Elephant Transit Home aims to release these orphans back into the wild, so human contact is kept to an absolute minimum. You can watch the feeding from a viewing platform at set times like half past ten, half past two, and half past six. It is a wonderful sight to see dozens of babies running for their milk bottles without the ethical issues of riding or bathing them.
