Is it allowed to jump off the boat and snorkel with the dolphin pods.

No it is absolutely strictly illegal to swim dive or snorkel with dolphins or whales anywhere in Sri Lanka. The Department of Wildlife Conservation strictly prohibits tourists from entering the water near marine mammals to prevent severe disturbance to their natural behavior.

The navy and coast guard actively patrol the Kalpitiya waters to enforce this law. Any boat captain who allows you to jump in the water risks losing their operating license immediately. You must enjoy the spectacular view entirely from the deck of the boat.
