Is the water warm enough to just dive in a swimsuit or rash guard.

The ocean water around Sri Lanka is incredibly warm typically hovering around a perfect 28 degrees Celsius year round. You absolutely do not need a thick winter wetsuit.

If you are doing highly deep wreck dives where the water temperature can drop slightly at the bottom a full length 3mm wetsuit provides perfect comfortable insulation.

Many highly experienced divers simply wear a standard swimsuit and a long sleeve rash guard. However wearing a thin 3mm shorty wetsuit is highly recommended purely for protection against accidental scrapes on the coral or minor jellyfish stings.
