You absolutely cannot fly a drone over any national park in Sri Lanka without explicit written permission from the Department of Wildlife Conservation (DWC), which is almost never granted to tourists. Drones cause extreme distress to elephants and other wildlife. If park rangers catch you launching one, it will be confiscated, and you will face severe fines.
Just use a good telephoto lens. 300mm to 600mm. The jeeps get close enough that you do not need an aerial view.
I saw a guy try to launch one and the jeep driver threatened to end the tour for everyone and call the police.
