We respected the "limit strenuous outdoor activity" thing and sat under a fan all afternoon. It is 8.15 and the room is still a wet sock. Advisory named Eastern + Jaffna + Polonnaruwa + Monaragala for daytime tomorrow-which-is-today. Can we walk to dinner or is the caution index still on after dark.

Heat index is a daytime product - humidity + max temp. After sunset it eases; it does not become Nuwara Eliya. Walk to dinner, slow, water, no hero run. If someone is dizzy, that is still heat, night or not. The fatal-exposure warnings you saw on Ada Derana are about prolonged sun, not a 400-metre walk to hoppers.

Trinco night was sticky, sleepable with the AC. When the AC died we slept under the wet towel trick. Not an emergency.

Tomorrow is another caution-level day if they reissue. Do the fort / hot walk at 6.30am, not 11.
