Rules for entering a Hindu Kovil in Jaffna?
I plan to visit the Nallur Kandaswamy Kovil. I know men have to take off their shirts. What are the other strict rules?

Men must remove shirts AND wear long trousers or a sarong (dhotis/veshtis). Women must wear long dresses or skirts extending below the knee, and shoulders must be covered. Absolutely NO photography inside the inner sanctum. Wash your feet at the tap before entering.
They are very strict about the photography rule. There are guards walking around. Take your photos from the outside courtyard only.

If you go during the Puja (prayer ceremony), it is incredibly loud with bells and horns. Just stand to the side respectfully. It is a mesmerizing experience.
