We sat down at a restaurant near Kandy lake and the menu prices were insane 4000 rupees for basic rice and curry Is this normal

No that is the tourist trap tax Restaurants directly facing the lake or the Temple of the Tooth often hand foreigners a secondary English menu with prices marked up 300 percent Walk 10 minutes up the hill or into the side streets of Kandy town A fantastic local rice and curry buffet should only cost you 500 to 800 rupees maximum
