Yes, Kithal Ella is much safer and far less crowded than Ravana Falls. It is a smaller cascade tucked into the jungle right off the main hiking trail to Ella Rock. The pool at the base is usually calm during the dry season. Just be careful of the slippery rocks getting in and out, and avoid swimming if the water looks muddy brown, which indicates heavy rain upstream.
We had the entire waterfall to ourselves for two hours. It is right off the train tracks.
Watch your bags while you swim. The monkeys there are very bold and will steal your snacks.

People outside stations offer to "help" buy tickets but charge large markups. They may buy cheap third-class tickets and sell as more expensive classes.
