A shop in Ahangama is demanding to keep my actual passport. Is this normal.

You must absolutely never completely under any circumstances leave your physical passport as a deposit at a tiny local beach shop anywhere in the world. It is a massive terrible security risk and leaves you highly vulnerable to extortion if they falsely claim you damaged the board.

Highly reputable ethical surf schools will only ever ask to simply take a clear photograph of your passport or require you to leave a small reasonable cash deposit or a hotel room key. If the vendor aggressively demands the physical book simply walk away and rent from the friendly shop right next door.
