Local women in Nuwara Eliya posed for my camera. Do I have to give them cash.

Many hardworking local tea pluckers specifically stationed near the highly busy main tourist roads will actively beautifully pose for your camera and then immediately aggressively loudly demand money. This is entirely a highly organized deeply common tourist practice rather than a completely pure authentic spontaneous moment.

If you voluntarily happily choose to take their bright colorful photograph a tiny polite tip of one hundred or two hundred rupees is generally respectfully expected. If you absolutely do not wish to pay simply politely gently decline the photo opportunity initially and quickly keep walking to easily avoid any uncomfortable loud argument.
