Definitely stay in a homestay near Sigiriya. Dambulla is a dusty, noisy transit town. The jungle roads around Sigiriya are incredibly peaceful, and staying close means you can literally walk to the ticketing gate at 6 AM to beat the heat and the bus tours. Plus, the homestay hosts there often spot wild elephants nearby.

Dambulla is only good if you are catching a bus early the next morning. For Sigiriya, stay close to the rock.
