7am after a 6.40 start is legal and miserable. If you can push him to 9-10 you get a human breakfast and less night rain on the Gampola / Nawalapitiya side. NBRO has been cycling amber on bits of Kandy / Nuwara Eliya / Kegalle this month - check nbro.gov.lk in the morning, do not treat a 7 Aug story as tonight's map.
We did 8am after the 3rd Kumbal. Sleep-deprived, not dangerous. The dangerous bit is a driver who also stood watching.
If the van man watched the parade too, that is a no. Confirm he slept.

TukTuk or tour drivers take you to "gem museums" or "government-certified" gem shops. They receive huge commissions (up to 40%) on anything you buy. Prices are inflated 3-10x the actual value.
Men approach tourists near Temple of the Tooth offering to be guides. After the tour, they demand large "donations" or guide fees (5000-10000 LKR).
