Yes citizens of all European Union countries are fully eligible to obtain a Visa on Arrival at the Bandaranaike International Airport in Colombo. You simply walk to the dedicated visa counter before passport control and pay the fee.

However this process is highly discouraged unless it is an absolute emergency. The queue for the arrival visa can take over an hour and the fee is slightly more expensive than applying for the ETA online beforehand. Doing it digitally saves massive amounts of time.
