Yes, the new scheme officially took effect today! If your passport is from one of the 40 eligible countries, your 30-day double-entry ETA is completely free. However, the rule is you MUST still apply online through the official eta.gov.lk website before you fly. "Free" does not mean you can just skip the application process.
If I already paid for my ETA yesterday before the rule changed do I get a refund
No, the immigration department explicitly stated in their circular that any fees paid prior to May 25th are non-refundable.
I applied this morning as a UK citizen. The total at checkout was literally 0 USD. Super easy process.
Make absolutely sure you are using the dot gov dot lk website. There are dozens of fake websites that look official and will charge you an "agency fee" of 50 to 100 USD. That is the only real scam to worry about.
