Not asking if Colombo-Kandy is running. We know the leftover highland bit is the only train. Official seatreservation.railway.gov.lk vs 12.lk vs walking up at Nanu Oya Saturday. Observation saloon - is that even attached to the specials.

Use seatreservation.railway.gov.lk first. Newswire 20 June said the resumed specials have 1st AC and 2nd reserved and you can book online or at a reservation station. If the portal shows the train, that is the real reserved product. 12.lk / third parties are how people buy a seat on a train that is not the one they thought. Observation saloon is a scarce coach on some hill trains - do not assume every Nanu Oya-Badulla special has the glass box. Ask the station.
Booked 2nd reserved at Ella ticket office two days out. Unreserved 3rd was a squeeze. Fine.
If it is waitlisted, go early and stand near families. Do not pay a platform tout "reservation".

Driver claims the meter is broken and quotes an inflated flat rate. Common on arrival at airport or railway stations when tourists are tired and disoriented.
Drivers wearing official-looking uniforms claim to be "government-approved" and charge 3-5x normal rates. They may have fake badges or ID cards.
Women with babies approach asking you to buy milk powder at a nearby shop (not cash). The shop is run by accomplices and charges 5-10x normal price.
