You can dive year round in Sri Lanka but you must switch coasts depending on the specific monsoon season. From November to April the south and west coasts like Unawatuna and Mirissa offer perfectly calm clear water. However when the southwest monsoon hits from May to October the ocean there becomes rough and murky. During those summer months you absolutely must travel to the east coast to places like Trincomalee or Passikudah where the ocean is incredibly flat pristine and perfect for exploring shipwrecks and coral reefs.
