Swimming directly beneath massive waterfalls like Ramboda is universally highly discouraged and incredibly dangerous due to intense hidden undercurrents and slippery rocks. However there are shallow calm rock pools located significantly downstream from the main cascades where locals frequently bathe safely.

At Lovers Leap swimming is entirely forbidden because that specific waterfall directly supplies the main drinking water for the entire Nuwara Eliya town. You must absolutely respect the signs and simply admire it from the viewing platform.
