Yes Haputale is incredibly safe and highly rewarding for independent hikers. Walking through the massive sprawling tea estates like Dambatenne towards Lipton Seat is perfectly secure. The paths are wide and used daily by the friendly tea pluckers.

Using an offline map app like Maps.me is absolutely essential because the dirt tracks constantly intersect and network through the hills making it very easy to accidentally take a wrong turn. You absolutely do not need to pay for an expensive guide to enjoy the area peacefully.
