Yes, it is generally very safe to hike alone through the tea plantations near Nuwara Eliya. The locals and tea pluckers are incredibly friendly and will often point you in the right direction if you look lost.

Be very aware of the weather. Thick mist can roll into the hills very suddenly in the late afternoon, drastically reducing visibility, so always plan to finish your hiking before 4 PM.

However, the dirt paths winding through the estates are completely unmarked on digital maps like Google Maps, so it is easy to get turned around. Always carry a fully charged phone and plenty of water.
