The rule in Kandy is that tuktuks must use meters but many refuse. If you are going to the Temple of the Tooth just walk if you are in the city center or use an app. Never pay more than 400 LKR for a short city trip.

Always check the temple opening times online they are rarely closed for tourists during the day.
