Yes, the new VFS Global visa system implementation caused massive delays last week. However, the government just announced yesterday that they are reverting to the old ETA website temporarily. If you arrive this week, do NOT rely on Visa on Arrival. Apply online before you fly to skip the huge queues.
Make sure you use the official government website ending in .gov.lk. There are many fake scam sites charging double.
I waited 3 hours in the Visa on Arrival line on Tuesday. It was a nightmare. Buy it online.
