I saw some tourists surfing aggressively close to the traditional stilt fishermen in Weligama and posing for photos. Is this considered rude by the locals.

It is extremely rude. While many stilt fishermen today are posing for tourists, they are still local men trying to earn a living on a precarious piece of wood. Surfing too close risks crashing into the stilts, which can cause severe injury. Give them a wide berth. It is about safety as much as respect.

The fishermen will definitely yell at you if you splash water on them. Just surf the main break down the beach.

I saw a beginner hit a stilt with a foam board. The local guys demanded compensation for the damage. Avoid the area completely.

Most of the stilts are mounted on shallow reefs anyway. Surfing near them means you are likely going to scrape the bottom of your board.
